Although he was licensed to practice law, Richard began his career as a trust officer and became the first trust officer of the First National Bank & Trust Company of Newtown.
Subsequent to his working as a trust officer, he began his law practice in Newtown in 1976.
Over the years, he obtained a master’s degree in taxation from Temple University and his practice was focused in the areas of estate planning and the minimization of federal estate tax for his clients.
Recent changes in the tax law have practically eliminated the need for this type of planning.
Richard was also an innovator in presenting living trust seminars in the Bucks County area as a part of his law practice, and many attendees became his clients.
Currently, Richard focuses on providing counsel for elder law, specifically setting up irrevocable trusts.
“Many people do not realize the consequences of entering a nursing home. It can cost at least $10,000 per month and require you to spend down assets until you have only $2,000 remaining. It is extremely important to plan ahead and preserve assets or your entire estate can be liquidated,” says Richard. “If you plan ahead and make gifts while you are healthy you can preserve your estate. An irrevocable trust is a way to protect your assets. And you will have lifetime use of your assets that pass to your children upon your death.”
David’s core areas of practice are trusts and estate planning, probate, real property law and disputes, commercial transactions, business and corporate law and civil litigation.
He remains affiliated with his previous law firm, Alan L. Frank Law Associates, P.C. of Jenkintown, in an “Of Counsel” capacity.
“I’ve spent a lot of time practicing in Philadelphia and New Jersey and it’s nice to be back in Yardley, where I was born and raised. I went to Pennsbury High School and my goal is to focus on providing legal services to clients in Bucks County,” says David, who recently received recognition as a 2019 Pennsylvania Super Lawyer Rising Star as a top rated estate planning and probate attorney. This designation is given to only 2.5 percent of lawyers in Pennsylvania.
Both attorneys are flexible with clients regarding fees and payments. They accept major credit cards and work with clients depending on the scope of the engagement with a flat fee, hourly fee or contingency rate. Richard earned his law degree from the Dickinson School of Law and a master’s in taxation from Temple University.

David earned his law degree from The Pennsylvania State University Dickinson School of Law and a master’s in taxation and certification in estate planning from Temple University.
He received his undergraduate degree from University of Massachusetts – Amherst.
